Colombia Peace Agreement Main Points

For the first time since the end of the armed conflict, the FARC has put its members as candidates in the parliamentary elections held on 11 March 2018. The party won only 50,000 votes, but secured five seats in the Senate or the lower house of Parliament, as guaranteed by the peace treaty. Former President Uribe`s conservative party won the election. But the demobilized veteran, who is now working on a peace-building project to bring tourism to Colombia`s former conflict zones, said he still hoped those who lay down their arms could move forward. Two procedures are applied, the first in cases of recognition of truth and recognition of responsibility, and the second, if truth and responsibility are not recognized. [123] Responsibility would be recognized publicly or individually in the year following the creation of the CEP; in the case of collective recognition of liability, these individuals may disagree, in which case they are subject to the second procedure. [122] Decommissioning would be phased in over 6 months (180 days) after the formal signing of the final agreement (`D-Day`). From the fifth to the thirtieth day after D-Day, the FARC will go to the ZVTN to transport all their individual and secondary weapons, militia armament, grenades and ammunition. The formal dismantling of weapons would begin as soon as all FARC members reached the areas. The collection and storage of weapons would be done in three phases: 30% of the weapons per D -90, an additional 30% of the weapons by D-120 and 40% by D-150. At the latest with D-180, six months after the signing of the Final Agreement, the United Nations would have certified that it had completed the arms production process and duly informed the public. The bilateral ceasefire and the operation of the zones would end at D-180.

The subcommittee on the gender of peace negotiations is unique in the world. In mid-2014, when discussions on the victims` agreement were launched, negotiators announced the creation of the Gender Subcommittee to ensure a gender-based approach in the partial agreements that have been concluded now and in future agreements. Other parallel developments were the empowerment of Aboriginal women, who created the first National Commission for Aboriginal Women. Women were also able to create the first permanent space for dialogue between civil society and the security sector. [91] In February 2014, negotiations were shaken by Semana`s revelations that a military intelligence unit was illegally monitoring the private communications of government negotiators in Havana. [38] President Juan Manuel Santos called the illegal wiretapping «unacceptable» and ordered a public inquiry into whether «dark forces» attempted to sabotage the peace process.
